FAMILY CONSULTANT

Position Overview

Family Consultants at Happy Homez Agency LLC plays a vital role in providing supportive and administrative case management to foster parents and youth within the agency’s care network. The position ensures that foster homes remain compliant with all licensing and contractual standards, assists caregivers with required documentation and training, and coordinates essential resources to maintain safe, stable, and nurturing placements.


This is a non-licensed classification under Utah’s Division of Occupational and Professional Licensing (DOPL) standards. The role operates strictly within the boundaries of social service support rather than clinical practice. The Family Consultant does not provide mental-health diagnoses, therapy, or behavioral treatment. 

Essential Duties and Responsibilities

  • Serve as the primary support contact for assigned foster families, ensuring ongoing communication, collaboration, and stability of placements.
  • Conduct required home visits and phone check-ins to evaluate placement safety and progress in accordance with DCFS and agency standards.
  • Provide trauma-informed coaching and support to caregivers to strengthen caregiving practices and promote positive child outcomes.
  • Facilitate Child and Family Team (CFT) meetings, coordinating with DCFS caseworkers, schools, and external providers.
  • Promptly identify and report placement concerns, risk factors, or incidents to the Program Director or Clinical Supervisor.
  • Support foster parents in meeting all licensing requirements, including renewals, background screenings, CPR/First Aid certification, and home safety checks.
  • Maintain accurate, timely documentation of visits, contacts, and family progress using the agency’s case management system.
  • Ensure compliance with Utah Office of Licensing (OL) and DCFS standards for recordkeeping, incident reporting, and ongoing home evaluation.
  • Assist with audits, re-licensing processes, and agency quality-assurance reviews.
  • Track all pre-service and ongoing in-service training hours for assigned foster families.
  • Encourage participation in required trainings and verify completion certificates for agency and state compliance.
  • Collaborate with the Training Coordinator to recommend topics aligned with trauma-informed care and child development best practices.
  • Assist foster families and youth in accessing community resources, including behavioral-health services, respite programs, tutoring, and extracurricular supports.
  • Coordinate transportation or appointment logistics when required.
  • Collaborate with caseworkers and multidisciplinary providers to ensure youth receive individualized, wraparound care.
  • Prepare detailed contact notes, progress summaries, and monthly reports consistent with agency policy.
  • Ensure timely data entry and file maintenance in compliance with Utah DHHS documentation requirements.
  • Report all incidents, emergencies, and significant events within agency timelines and protocols.

Professional Boundaries and Limitations

  • The Family Consultant is not authorized to conduct therapeutic sessions, mental-health evaluations, or behavioral interventions that fall under clinical scope.
  • All behavioral, emotional, or diagnostic issues must be referred to licensed clinicians within the agency for appropriate assessment and treatment.
  • The role functions under direct supervision of a licensed clinical professional and follows written agency policy regarding oversight and delegation.

Qualifications and Requirements

  • Bachelor’s degree in social work, psychology, human development, family studies, or a closely related field.
  • Minimum of one (1) year of experience working with children, youth, or families in a community, residential, or social-service environment preferred.
  • Demonstrated understanding of trauma-informed care principles (agency will provide ongoing training).
  • Licensure: Not required under Utah DOPL, as this role does not perform acts defined as clinical or therapeutic practice.
  • Must pass a criminal background screening, fingerprinting, and child-abuse registry clearance before hire and as required by renewal cycles.
  • Must maintain a valid Utah driver’s license, reliable personal vehicle, and active auto insurance for travel to foster homes and agency events.

Work Environment and Physical Demands

  • Regular travel within the assigned region for home visits and meetings (mileage reimbursed per agency policy).
  • Ability to lift or carry up to 25 pounds (files, training materials, or resources).
  • Occasional evening or weekend work required for emergency response or family meetings.
  • Hybrid work flexibility available for documentation and administrative duties when approved by supervisor.

  3. All finalists must pass required background screenings—including BCI, FBI fingerprinting, and Child Abuse/Neglect Registry checks—before hire.
  4. Employment offers are conditional upon clearance results, verification of credentials, and completion of pre-service orientation and training.
  5. All new hires complete a 90-day probationary period..
